Plan to develop Hongqiao International Open Hub CBD unveiled

Changning District on Tuesday revealed a new plan for developing the eastern part of the Hongqiao International Open Hub during the 14th Five-Year Plan (2021-2025) period.

According to the plan, Changning will focus on the airport economy, headquarters economy and digital economy and promote the industrial development of intelligent transport, artificial intelligence, digital trade and health care.

The eastern area of Hongqiao International Airport will be reformed and a base for the headquarters of global aviation enterprises and a cluster of the high-end airport service industry will be established. The district will also upgrade the management and supervision mode of the aviation service industry, such as aircraft leasing.

Changning will implement more open policies to attract transnational companies, central enterprises and private firms to settle their headquarters and functional platforms in the area.

To support the city’s digital economy transformation, a batch of innovative trading platforms will be established and the construction of a national digital service export base and the Hongqiao Linkong Digital Economy Industrial Park is expected to be accelerated.

Meanwhile, Changning will improve the district’s talent service and business environment. A 1.8-million-square-meter building and nearly 6,000 apartments will be provided for talents in the overall Hongqiao area.

Zhang Wei, head of Changning’s government, said that the district is Shanghai’s only central urban belt in the overall Hongqiao area, covering other districts, such as Jiading, Songjiang and Minhang. During the half a year after the blueprint of the hub was released, nine important policies have been launched to support the development of the area and another 12 policies are being drafted.
